Information and communication technologies (ICTs) for development in National Human Development Reports

In line with the mandate of the National Human Development Report (NHDR) Unit stipulated in the Corporate Policy of February 2001, as well as the discussions on support mechanisms for NHDR teams that took place in Beirut in June 2001, the NHDR unit and the Bureau for Development Policy (BDP) have commissioned a review of NHDRs addressing gender, HIV/AIDS, and ICTs for development.
The purpose of this paper is to provide theoretical background and practical guidance for NHDR teams preparing NHDRs on ICTs.
NHDRs are tools for analysis and policy advocacy. For policy advocacy tools to be effective, they have to be sensitive not only to the socio-economic and cultural environments, but also to the policy environments they try to influence. This means that each NHDR will identify policy objectives appropriate for their respective environments. At the same time, NHDRs are expected to contribute to development thinking and provide country level data, which is valuable not only for analysis undertaken within the report, but also for use by other interested parties. This report is not intended to be in
any way prescriptive, but rather to hopes to serve as a source of reference, inspiration, and support.
The paper draws on the conceptual frameworks of human development and ICTD outlined in UNDP strategy and policy papers and in the recent global Human Development Reports, as well as on international goals regarding ICTs for development, specifically those associated with initiatives to bridge the digital divide. Along with these conceptual underpinnings, this paper draws from practical first hand experience of the use and deployment of ICTs in over 50 developing countries. The paper also draws from involvement in the preparation of a NHDR where ICTs are a central component of the
issues of science and technology and human development. In addition to the few ICTD focused NHDRS, they provide elements for the guidance offered in this paper.
