Reducing poverty through healthy cities programme
2006
World Health Organization (WHO)
Healthy Cities programme is a WHO proactive integrated local initiative that is built on the WHO definition of Health based on the principle and strategies of
Health-for-ALL and is rooted in the Ottawa Charter for the promotion of health. The concept that is central to Agenda 21 has emerged as an important and
effective tool for improving health in cities and urban centres. It provides national governments and local authorities with an effective means of dealing with healthrelated aspects of poverty, pollution, lifestyle changes, urban planning, transport and the special needs of marginalized and vulnerable groups.
This paper aims to explore the linkage between living and working conditions on the one hand and health and poverty on the other. It explains the role that the healthy cities approach can play in improving health and alleviating poverty and also outlines some of the key characteristics of successful action to improve urban health, as reflected by actual experience.
The paper is also designed to stimulate stakeholders in health and social development by informing about the virtues of the Healthy Cities approach, which
emphasizes intersectoral action, partnership and community participation.
