Social accountability in development policy lending

This chapter seeks to provide information and guidance to Bank staff on how to operationalize social accountability in DPLs – specifically on how to provide support to the design and implementation of social accountability reforms, processes and mechanisms in the context of DPL-supported policy reforms - drawing on experiences from past and existing Bank-supported policy based loans (both structural adjustment loans and DPLs). The main focus of the chapter is on operationalizing social accountability in the content of DPL-supported reforms and not on how to promote participatory consultation processes to inform the design of DPL-supported reforms, as that is well-covered in the Good Practice Note on Participation in DPLs. The chapter discusses neither definitions nor general conceptual issues on social accountability as these are covered in the conceptual framework of this sourcebook (provide link).
