General information about the Bilateral Associate Expert Programme (BBE) The aim of Sida’s Bilateral Associate Expert Programme is to contribute to Swedish resource base development. This is a training programme aimed at younger individuals who wish to work within international development cooperation. Bilateral associate experts are to be located within operational areas where there is an anticipated future need for qualified Swedish personnel.
General background Forum Syd is a democracy and rights organisation with 183 Swedish member-organisations. Founded in 1995, Forum Syd strives for fair and sustainable global development based on the equal value of all people, their right to reasonable life circumstances, and the sustainable use of the world’s natural resources. The organization works to help strengthen the role of civil society in Sweden and the rest of the world in its efforts to bring about global justice and sustainable development. With a coordinating head office in Stockholm, we have program activities in eg Kenya, Tanzania, Cambodia, Kosovo and Colombia. Forum Syd have in total approximately 120 employees. The regional office in Nairobi is lead by a Swedish regional director, who is responsible for Forum Syds activities in Africa. The regional office is working with the ongoing programmes as well as with programme development. This BBE position will be working with two of Forum Syds ongoing programmes, the Social Accountability Programme in Tanzania and the Tushirikishe Jamii project in Kenya as well as being a resource in the project support cooperation.
The Social Accountability Programme (SAPT) The objective of the Programme is to increase information and influence of citizens at district and ward level, in order to enhance local government accountability, with a special focus on women, youth, people living with HIV/AIDS and disabled. The Programme is focusing on three districts in Northern Tanzania (Magu, Karagwe and Ukerewe Districts) and three wards in each of these districts, thus nine wards will be covered. The programme is run by a programme office in Mwanza, with currently eight employees. The programme is funded by Sida, Dar es Salaam.
The Tushirikishe Jamii, Kenya (TJK) To bring development closer to the people and to engage communities in their own development, the government of Kenya, in 2003, introduced development funds that are disbursed to all constituencies. The TJ project’s goal is to improve governance and community influence in constituency development initiatives. The project is aiming at increasing the participation of low income/slum communities in the decision making within the constituency development funds. The Project will work with 30 ward-based youth and slum organizations/civil society organizations (CSOs) in 6 targeted constituencies in Nyanza and Rift Valley provinces (Kisumu Town East, Kisumu Town West, Nyando, Nakuru Town, Naivasha and Rongai). The project is run by the regional office in Nairobi in cooperation with Youth Alive! Kenya and Federation of Slumdwellers, and it is funded by the EU.
Duties
- Safeguard a youth perspective in Forum Syd activities regionally, in partners and in the programme and project activities.
- Develop strategies for mainstreaming youth issues, safeguard a youth perspective in planning, and quality assure documents.
- Building capacity on youth perspective at FS staff and partner organisations in SAPT and TJK.
- Providing/facilitating technical assistance to partners to further develop tools and instruments for improved youth engagement in programmes and projects.
- Assisting partners in applying theoretically acquired knowledge in practice by implementing pilot projects and monitoring pilot projects.
- Update regional web page, intranet, etc with information from the different programmes and projects.
- Networking with other relevant actors in the region on youth issues and perspectives.
- Cooperate with other Forum Syd regional offices and HQ.
Qualification Requirements (theoretical and practical)
- Education background
Degree in Political Science, Social science or similar Education or training in human rights
- Practical experience
Experience from working with development cooperation issues, preferably in a civil society organisation Experience of working with youth perspectives Active engagement in a civil society organisation/movement preferably a youth organisation
- Other requirements
Knowledge of and excellent understanding of a rights perspective and civil society issues.
Language Requirements Excellent verbal and written communication skills in English and Swedish. Working language is English.

Special regulations for the BBE-position
- Maximum age of 32 years at the date of application
- Swedish citizenship or permanent residence permit in Sweden
- At least two years of relevant working experience
- Maximum of one year working experience from developing countries or countries of Central and Eastern Europe
- Driving licence
Learning and professional development After one year of duty the BBE will have reached insight of the development cooperation Forum Syd conducts generally in Africa and specifically in the area of social accountability. After two years the BBE will be able to work more independently with development cooperation.
Duty Station Nairobi, Kenya, but with regional travel to programme centres (Mwanza, Nakuru and Kisumu).
Duration Initially for one year, with possibility for extension a second year.
Employment start Beginning of 2011 after introduction in Stockholm.
